I tried using putting the folder "731604991" as well as the files within it in "\ShooterGame\Content\Mods" with no success. It looks like Steam now requires a ".mod" file in that mod directory to handshake with the game and reference the files in the numbered folder. So this method of using a third-party site to grab a Steam mod may no longer work. im not sure if its the same for everyone, but for me, the mods did not work when ark was not in steam library.. i would strongly recommend having Ark in ur library you may however try the whole process without Ark in ur library, test it out with a small mod like 'Perfect Hair'.
